Government Unveils Upgraded Pharmaceuticals Scheme to Boost Industry Standards

In a bid to enhance the technological capabilities of the pharmaceutical sector and align it with global standards, the Department of Pharmaceuticals, under the Ministry of Chemicals and Fertilizers, has announced the Revamped Pharmaceuticals Technology Upgradation Assistance (RPTUAS) Scheme.

The revised scheme, a significant step in the government's efforts, follows a comprehensive review by the Scheme Steering Committee. It aims to support pharmaceutical units in upgrading to the Revised Schedule-M and WHO-GMP standards, thereby improving the quality and safety of pharmaceutical products manufactured in India.

Key features of the revamped scheme include broadened eligibility criteria, with coverage extended to pharmaceutical manufacturing units with a turnover of less than INR 500 crores. While micro, small, and medium enterprises (MSMEs) remain a focus, the scheme now caters to a wider array of units requiring technology and quality upgradation.

Furthermore, the scheme introduces flexible financing options, emphasizing subsidies on a reimbursement basis to diversify financing avenues. This flexibility is expected to encourage wider participation and adoption of the scheme across the industry.

In line with the revised standards, the scheme now supports a broader range of technological upgrades, including improvements in HVAC systems, utilities, testing laboratories, and clean room facilities, among others. Pharmaceutical units meeting specified turnover criteria will be eligible for incentives of up to INR 1.00 crore per unit.

Moreover, the revamped scheme allows integration with state government schemes, facilitating additional top-up assistance to participating units. This collaborative approach aims to maximize support for technology upgradation efforts within the pharmaceutical industry.

To ensure transparency and accountability, the scheme introduces a robust verification mechanism through a Project Management Agency, enhancing the efficient allocation of resources.

The Department of Pharmaceuticals is optimistic that the reforms introduced through the RPTUAS Scheme will foster growth and compliance within the pharmaceutical industry, critical to the nation's health and well-being.
